NGO Outcomes Data Project.

Key Information for Stakeholders

Collecting and reporting on outcomes data is an important way to measure the effectiveness of mental health and addiction services and the impact that they have on tāngata whai ora, whānau and communities.

While many MH&A NGOs use a range of outcome measures (such as Hua Oranga, ADOM HoNOS), there is no standardised or nationally mandated approach to outcome measurement across the MH&A NGO and community sector. As a result, no existing data source provides a complete picture of mental health outcomes for people accessing MH&A NGO services, limiting understanding of the sector’s contribution to health and wellbeing.

To address this issue, and concerns raised by the sector, Platform has partnered with Te Pou to carry out the Mental Health & Addiction NGO Outcomes Project. The project aims to explore the feasibility of consistent outcomes measurement across NGO services. A final report will be provided to Health NZ by June 2026 that support sustainable outcomes measurement and reporting, helping build a clearer picture of the impact NGOs have on people’s lives and supporting continuous quality improvement.

Summary of Findings

In March 2026, information was gathered via survey to better understand MH&A NGO practices and expectations relating to outcomes data collection and reporting. A summary of the findings include: 

  • The extent to which MH&A NGOs are currently collecting and reporting outcomes data
  • Which outcome domains are considered the most important by NGOs 
  • Which outcome tools and approaches are used by NGOs 
  • The key barriers and enablers to collecting outcomes data 
  • The level of interest in, and expectations for, a Community of Practice and a national approach to outcomes data collection and reporting. 

A detailed report of these findings will be completed by July 2026 and will be published on our member portal. The results of this survey will help us to identify potential solutions that could be adopted as part of a more collective approach to outcome measurement.
